Percepat Pencapaian Pembangunan, Regsosek Upaya Kementerian PPN/Bappenas Kembalikan Perencanaan dan Penganggaran Berbasis Data

Untuk memahami potensi pemanfaatan, tata kelola, serta interoperabilitas Regsosek dengan basis data sektoral yang telah ada dalam Satu Data Indonesia melalui Pusat Data Nasional, Kementerian PPN/Bappenas menyelenggarakan Bincang–Bincang Registrasi Sosial Ekonomi (Regsosek) dengan tema “Pemanfaatan Satu Data untuk Negeri, berbagi Manfaat untuk Kesejahteraan Rakyat” pada Senin (10/9). Kegiatan ini menindaklanjuti arahan Presiden RI Joko Widodo dalam Pidato Kenegaraan RUU APBN Tahun Anggaran 2023 beserta Nota Keuangan pada 16 Agustus 2022 yang mengamanatkan pentingnya pelaksanaan Reformasi Perlindungan Sosial melalui pembangunan data Regsosek.
“Regsosek sebenarnya sudah pernah diusulkan berulang kali oleh Kementerian PPN/Bappenas sejak 2020 terutama saat pandemi Covid-19, dengan harapan ada pemutakhiran yang baik diadakan daerah. Itulah sebabnya kita ingin mengembalikan agar perencanaan dan penganggaran berbasis data yang akurat, bukti terakurasi dengan baik. Sering kali data dianggap sederhana tetapi itu menyebabkan deviasi dari kualitas belanja APBN. Regsosek sederhananya titik nol sensus dengan teks sosial ekonomi, kemudian nanti difilter dengan Adminduk. Kita akan melihat siapa-siapa orang yang eligible dan tidak eligible untuk memperoleh bantuan pemerintah, dalam konteks ini infrastrukturnya sangat bergantung kepada Kementerian Kominfo,” tutur Menteri PPN/Kepala Bappenas Suharso Monoarfa.
Regsosek terdiri dari informasi profil, kondisi sosial ekonomi, dan tingkat kesejahteraan seluruh penduduk Indonesia yang akan secara rutin dimutakhirkan dan dikelola di tingkat desa dan kelurahan. Dengan kapasitas dan tingkat akurasi yang baik, Regsosek mendukung upaya perencanaan, penganggaran, dan pengendalian yang berbasis bukti dan data sehingga dapat mendorong percepatan pencapaian berbagai target pembangunan. Cakupan informasi Regsosek juga akan mendukung proses perencanaan multisektor di bidang sosial, pemberdayaan ekonomi, infrastruktur, perumahan dan permukiman, pertanian, kesehatan, pendidikan, energi, hingga penegakkan hukum dan hak asasi manusia.
“Kementerian PPN/Bappenas sama halnya dengan Kementerian Kominfo dalam hal mengorkestrasi seluruh data tanah air sampai ke daerah. Mengorkestrasi itu bukan sesuatu yang mudah, demikian juga posisi Kementerian PPN/Bappenas yang mengorkestrasi perencanaan pembangunan. Dengan pengalokasian fiskal sedemikian rupa untuk seluruh kementerian/lembaga, bagaimana kita arahkan agar sesuai dengan Rencana Kerja Pemerintah berdasarkan target, itu saja bisa meleset. Kemudian bagaimana kita dorong agar terjadi sinkronisasi dengan pemerintah daerah, provinsi, kabupaten dan kota karena kita negara kesatuan itu, koordinasi jangan dijadikan sesuatu yang mewah hanya karena berbeda di payung hukum yang sifatnya individual pada kementerian/lembaga, karena hal itu akan mengganggu upaya nasional kita dalam rangka pembangunan,” pungkas Menteri Suharso Monoarfa.
