Bappenas Publishes G20 Development Working Group Outcome Documents

The Ministry of National Development Planning/Bappenas has published three G20 Development Working Group Outcome Documents following the completion of three G20 Development Working Group (DWG) Meetings and the G20 Development Ministerial Meeting during Indonesia’s 2022 G20 Presidency. These documents include the G20 Roadmap for Stronger Recovery and Resilience in Developing Countries, including Least Developed Countries and Small Island Developing States, G20 Principles to Scale Up Blended Finance in Developing Countries, and the G20 Chair’s Summary on Multilateralism for Sustainable Development Goals.

“In the document, we prioritize a fair and inclusive transition to a greener and bluer economy, ensuring adaptive social protection for the most vulnerable, while building productive, competitive Micro, Small, and Medium Enterprises (MSME) that remain resilient in times of crises,” the Minister for National Development Planning/Head of Bappenas Suharso Monoarfa said during the G20 Leaders’ Summit Side Event Dissemination of the G20 Development Working Group Outcome Documents held in Bali on Monday (14/11).

As the focal point of the DWG, the Ministry of National Development Planning/Bappenas ensures that the three documents will become input and policy recommendations for the preparation of the 2025-2029 Medium Term Development Plan. The commitments and agreements in the document also play a role in supporting efforts to achieve the Sustainable Development Goals (SDGs). “With the resulting documents in hand, I am optimistic that we will be able to overcome the consequences of the crises and finally emerge as a more resilient nation, which can only be achieved on conditions which we are serious of implementing,” the Minister said.

The preparation of the DWG G20 documents have gone through long discussion periods which summarized all the inputs and views of the G20 delegation. One of the highlights of the document’s objective is the strategy to overcome the development financing gap, especially to meet the needs of sustainable development through blended finance. “This action must be carried out with multilateral commitments between world leaders to answer global challenges and ensure timely achievement of the SDGs,” Minister Suharso added.

The G20 Leaders’ Summit Side Event on the Dissemination of the G20 Development Working Group Outcome Documents also invited the Head of the Bali Province Regional Development Planning Agency I Wayan Wisathana Ika Putra, and West Java Governor Ridwan Kamil, both of whom presented regional economic recovery efforts with principles aligned with development strategies in the G20 Development Working Group Outcome Documents.

About the Development Working Group

The Development Working Group (DWG) is one of the working groups of the 2022 G20 Indonesia Presidency which aims to discuss development issues in developing countries, least developed countries (LDC) and island countries (Small Island Developing States/SIDS). The DWG was first formed at the 2010 G20 Summit in Toronto, Canada with the main task of discussing the G20 priority agendas in the field of development. The DWG identifies development challenges, and then formulates the best solutions to promote economic growth in developing and low-income countries as an effort to mitigate the global financial crisis.

During the Indonesian Presidency of the G20 in 2022, the DWG raised four priority issues, namely:
1) Strengthening Recovery from the Covid-19 Pandemic and Ensuring Resilience in Developing Countries, Underdeveloped Countries, and Archipelagic Countries through the three key pillars of MSMEs, Adaptive Social Protection, and Low-Carbon Green and Blue Economies
2) Increasing Private and Blended Financing in Funding Sustainable Development in Developing Countries, Underdeveloped Countries, and Archipelagic Countries
3) Renewing the Global Commitment to Multilateralism for Sustainable Development
4) Coordinating the progress of achieving the SDGs in the G20 and updating the G20 Development Commitments.

The DWG’s focal points, organized by the Ministry of National Development Planning/Bappenas, are the 1st DWG Meeting in Jakarta (24-25 February) and the 2nd DWG Meeting in Yogyakarta (23-24 May). A third DWG meeting was held in Bali between 9 August to 11 August 2022. The G20 Indonesia Presidency also held the G20 Development Ministerial Meeting in Belitung on 7-9 September 2022.
