The Deputy Minister for National Development Planning/Deputy Head of Bappenas, Febrian Alphyanto Ruddyard, underscored the importance of systematic, measurable, and integrated development planning in navigating increasingly complex global dynamics. This was conveyed during the West Java Provincial Development Planning Forum (Musrenbangprov), held on Wednesday, 15 April 2026.

Deputy Minister Febrian stated that amid global uncertainty, planning forums such as Musrenbang are becoming increasingly strategic. He explained that the world is undergoing significant shifts across geopolitics, the global economy, and technology.

“In a world that is changing so rapidly, we are still given the opportunity to pause, sit together, and reflect on the way forward. In times of uncertainty like today, forums such as Musrenbang become ever more important, as global supply chains that we once considered stable have now proven to be fragile. Trade tensions are rising, competition between countries is becoming increasingly intense, and even tending towards conflict. Technology, particularly artificial intelligence, is no longer merely a supporting tool, but has become a determining factor,” he explained.

In addition to global challenges, Deputy Minister Febrian also highlighted domestic issues, including the need to improve productivity, strengthen the economic structure, and address uneven technology adoption. He emphasised the need for breakthrough measures in development.“In a situation like this, we do not have the luxury of proceeding as usual. We need a leap forward. However, such a leap can only occur if we share a clear direction and aligned steps,” he asserted.

In the 2027 Government Work Plan (RKP), the government is targeting national economic growth in the range of 6.3 to 7.5 per cent as part of the trajectory towards an 8 per cent target. Nevertheless, Deputy Minister Febrian stressed that economic growth is not the ultimate goal. He also highlighted the strategic position of West Java as the province with the largest population and a significant contribution to the national economy. “West Java is not merely a part of national development, but one of its key determinants. What happens in West Java will greatly influence Indonesia’s overall achievements,” he stated.

In closing, Deputy Minister Febrian reaffirmed the importance of preparedness in facing an increasingly uncertain future. “In an increasingly uncertain world, what distinguishes us is not who is the largest, but who is the most prepared. Preparedness is built upon strong planning, reliable data, and solid cooperation,” he concluded
