Indonesia Promotes Effective International Development Cooperation at the Busan Global Partnership Forum 2025

SEOUL – The Deputy Minister for National Development Planning/Vice Head of Bappenas, Febrian Alphyanto Ruddyard, attended and delivered the opening remarks at the Busan Global Partnership Forum 2025, held in Seoul, Republic of Korea, from 30 September to 1 October, 2025. The forum took place at a crucial moment, just months after the Fourth International Conference on Financing for Development (FfD4) in Seville, Spain, whose outcomes are expected to reform the global development finance architecture. 

The event gathered representatives from over 100 countries, international organizations such as the EU, UNDP, and OECD, as well as private sector actors, civil society organizations, think tanks, academics, and philanthropies from around the world.

As Co-Chair of the Global Partnership on Effective Development Cooperation (GPEDC), Indonesia reaffirmed the importance of the principles of development effectiveness: national ownership, focus on results, inclusive partnerships, and transparency and accountability in development cooperation. 

Effectiveness is not merely a technical choice, but a moral imperative. Partnerships must deliver tangible results that can be felt by society, especially the most vulnerable groups,” emphasized Deputy Minister Febrian during his opening remarks on Tuesday (9/30) local time. 

In addition to inaugurating the forum, Indonesia actively participated as a speaker in Thematic Session 3, titled “Strengthening Inclusive Partnerships and Institutionalized Knowledge Sharing for a New Era”, and chaired the GPEDC Steering Committee Meeting.

During the forum, Indonesia shared its experience in implementing South-South and Triangular Cooperation (SSTC), having successfully delivered capacity-building programs to more than 140 partner countries. Indonesia also highlighted the importance of strengthening data-based governance in development cooperation, establishing Centers of Excellence at the national level, and developing integrated information systems to enhance transparency and accountability. 

We must recognize that the key to development lies in engaging local governments. Cooperation must enhance the capacity and capability of local authorities, not only as providers of essential public services but also as first responders in times of crisis. When local governments are empowered, development outcomes can truly reach every citizen, in every region, leaving no one behind,” concluded Deputy Minister Febrian.

On the sidelines of the forum, Deputy Minister Febrian held several bilateral meetings with development partners, including with OECD Development Assistance Committee (DAC) Chair Carsten Staur. The meeting reaffirmed Indonesia’s role as a bridge between traditional donor countries and the Global South, while also advancing Indonesia’s accession process toward OECD membership. The second day of the forum will continue with the GPEDC Steering Committee Meeting, which will discuss organizational direction and set the agenda for future effective international development cooperation.

Indonesia’s participation in the forum aligns with President Prabowo Subianto’s Asta Cita vision to strengthen development governance, enhance the Global South’s position, and realize the Golden Indonesia 2045 vision, reaffirming the country’s commitment within the GPEDC to making development effectiveness the foundation of inclusive, results-oriented international cooperation.
