Bappenas Strengthens Anti-Corruption Strategy to Tackle Institutional Corruption

The Ministry of National Development Planning (Bappenas) reinforced its anti-corruption strategy through a Compliance Forum with the theme Strengthening Integrity and Accountability for Better National Development Planning, held at the Bappenas Building on Thursday, 25 September. In line with the Asta Cita vision, eradicating and preventing corruption remains one of the key priorities requiring serious attention.

“Indonesia can advance further if we collectively safeguard and strengthen corruption prevention. We must take anticipatory measures to eradicate corruption from upstream to downstream,” stated Bappenas Chief Secretary, Teni Widuriyanti.

In 2024, results from the Integrity Assessment Survey (SPI) showed that Indonesia remains vulnerable to corruption ahead, with a National Integrity Index score of 71.53. “It takes shared awareness and commitment to contribute to corruption prevention and eradication,” added Acting Chief Inspector of Bappenas, Trisacti Wahyuni. She further explained that Bappenas achieved a score of 85.35 in its SPI, with a “terJAGA” (well-maintained) rating that must be preserved.

Corruption can occur as early as the planning stage, including through abuse of authority, fictitious procurement, misuse of state or regional budgets (APBN/APBD), and bribery or extortion in the provision of public services. Bappenas has designed a corruption prevention strategy through strengthened governance, enhanced internal controls and risk management, reinforcement of integrity values, and optimisation of information systems. Corruption prevention must involve all stakeholders and be implemented systematically, structurally, and sustainably.

As the orchestrator of national development, Bappenas, together with the Ministry of Home Affairs (Kemendagri), the Ministry of Administrative and Bureaucratic Reform (KemenPAN-RB), and the Presidential Staff Office, forms part of the National Corruption Prevention Team. This team is responsible for coordinating, synchronising, monitoring, and evaluating the National Strategy for Corruption Prevention. In addition, Bappenas carries out internal supervision of risk management, detection of potential state losses, and coordination of anti-corruption efforts.

The forum is expected to enhance integrity, accountability, and strengthen the anti-corruption commitment within Bappenas, ensuring that development planning towards Indonesia Emas 2045 can proceed effectively. “Let us all fully support efforts to prevent and eradicate corruption in Indonesia,” emphasised Secretary Teni.
