Bappenas: Synergy of the 2026 Government Work Plan and State Budget, Foundation for Achieving National Priorities

The Minister for National Development Planning/Head of Bappenas Rachmat Pambudy outlined the national development policy directions for 2026 at the Budget Committee (Banggar) Meeting of the House of Representatives (DPR RI), alongside the Minister of Finance and Governor of Bank Indonesia, during the presentation of the 2026 Draft State Budget (RUU APBN).
Minister Rachmat stressed the importance of focusing the State Budget on national priority programs. “The Government is committed to ensuring that both central and regional spending is directed toward national priority programs as mandated by the President’s Asta Cita directive. This forms the foundation for ensuring that development is effective and well-targeted,” he said on Thursday (21/8).
The Ministry of National Development Planning/Bappenas is preparing the 2026 Government Work Plan (RKP) under the theme Food and Energy Sovereignty and a Productive and Inclusive Economy, derived from the 2025–2029 National Medium-Term Development Plan (RPJMN), which reflects the vision and mission of President Prabowo and Vice President Gibran. Development targets for 2026 include economic growth of 5.2–5.8 percent, reducing extreme poverty to 0 percent and overall poverty to below 7 percent, as well as increasing the Human Capital Index (HCI) to 0.57.
The 2026 development priorities emphasize three key messages: strengthening sovereignty in food, energy, and water; boosting economic productivity through downstreaming, digital transformation, and competitiveness; and ensuring inclusive development so that no citizen is left behind. Flagship programs include the Nutritious Free Meal Program, construction of 3 million housing units, Koperasi Desa Merah Putih, People’s Schools and Education Digitalization, the Integrated Poverty Reduction Program, and Integrated Waste Management.
Minister Rachmat also underlined the importance of synergy between the RKP and the 2026 Draft State Budget, as well as multi-stakeholder collaboration to align policy and budgeting. Institutional synergy and public participation, he noted, are essential foundations for the success of the 2026 national development agenda and for ensuring that its benefits are widely felt by all Indonesians.
“The 2026 Draft State Budget must serve as a strategic fiscal instrument that fully supports the implementation of the RKP and the achievement of National Priorities. Harmonizing planning and budgeting is key to ensuring that development is not only measurable but also has a tangible impact on society,” he concluded.
