Bappenas Ensures Readiness and Impact of National Strategic Projects through New Ministerial Regulation

The Ministry of National Development Planning/Bappenas held an online information sharing event for Ministerial Regulation (Permen PPN) No. 4 of 2025 on the Planning and Monitoring of National Strategic Projects (PSN) as part of the implementation of the 2025–2029 National Medium-Term Development Plan (RPJMN), on Thursday, 25 September. 

The Deputy Minister for National Development Planning/Deputy Head of Bappenas, Febrian Alphyanto Ruddyard, stated that under Presidential Regulation No. 195 of 2024, the President has mandated Bappenas to oversee the implementation of PSN.

“National Strategic Projects are, in essence, the government’s concrete steps to deliver strategic, measurable development with direct impact on the people,” said Deputy Minister Febrian.

PSN are directed towards improving human resource quality, reducing poverty, promoting sustainable economic growth, and ensuring equitable development across all regions of Indonesia. These projects align with the President’s four key priorities: food self-sufficiency, water self-sufficiency, energy self-sufficiency, and the downstreaming of priority commodities and industries.

Furthermore, each proposed PSN will undergo a rigorous assessment, covering aspects of relevance, readiness, and feasibility. “We must ensure these projects are not only impressive on paper but also feasible in practice. The PSN status comes with special facilities and incentives, which must be managed with good governance and transparency,” emphasised Deputy Minister Febrian.

In preparation for updating the 2026 Government Work Plan (RKP), Bappenas highlighted two key points. First, the proposed PSN to be included in the RKP update must undergo thorough review. Second, ministries/agencies, local governments, and enterprises are urged to ensure that proposed PSN meet the established criteria.

“We are opening submissions for new National Strategic Project proposals using the designated format. Each proposal will be coordinated and assessed jointly. However, submissions for new PSN projects will close by the third week of October 2025. In addition, we will review 238 existing PSN to ensure their alignment with the current RPJMN. The finalisation process is scheduled for November so that by December, they can be included in the 2026 RKP update,” explained Putut Hari Satyaka, the Deputy for Development Financing and Investment at Bappenas.

This socialisation underscores Bappenas’ commitment to ensuring that National Strategic Projects serve as instruments of development with real benefits for society. Through proper evaluation in the 2026 RKP update, PSN is expected to accelerate national development priorities and deliver equitable progress in line with the 2025–2029 RPJMN.
