Bappenas, HKI & PT Pindad Reaffirm Collaboration to Build National Automotive Ecosystem and World-Class Industrial Estates

The Ministry of National Development Planning/Bappenas, together with the Indonesian Industrial Estates Association (HKI) and PT Pindad, signed a Memorandum of Understanding (MoU) to strengthen the planning of priority industrial estates under the 2025–2029 National Medium-Term Development Plan (RPJMN), as well as to accelerate the National Car Programme as a National Strategic Project (PSN).
The MoU marks an initial step towards policy alignment and the development of an integrated industrial ecosystem. Minister of National Development Planning/Head of Bappenas, Rachmat Pambudy, emphasised that Indonesia is entering a new phase in its long journey towards achieving independence in the automotive industry, underscoring the importance of integrated industrial estates, supply chains, and technological development in building a nationally competitive industry.
“This is a new chapter in continuing unfinished milestones. Making cars is possible, building car factories is possible, but building a national automotive industry is not necessarily guaranteed. Without industrial estates, the development of a sound national automotive industry must also build its supply chain ecosystem, and this needs to be located within industrial estates,” said Minister Rachmat on Thursday (4 December).
The Chair of HKI, Ahmad Ma’ruf Maulana, reaffirmed the readiness of 170 industrial estates to support the acceleration of National Strategic Projects and downstream industrialisation. “We want this MoU not to be merely a ceremonial signing, but to be actively overseen so that obstacles on the ground can be resolved quickly. HKI is also overseeing the Industrial Estates Bill and expanding the promotion of Indonesian industrial estates at the global level,” he stated.
President Director of PT Pindad, Sigit P. Santosa, conveyed that the national car project must go beyond slogans. Pindad has prepared industrial land in Subang and is targeting a production capacity of 500,000 units per year, starting with 100,000 units in 2028 as the initial phase of production. “The same message from all commissions to Pindad is: do not be swept up in euphoria. The development of the national car cannot be merely a programme; we must carry out technology innovation pilots and build its ecosystem,” he said.
The Memorandum of Understanding between the Ministry of National Development Planning/Bappenas, HKI, and PT Pindad serves as an initial step in developing environmentally conscious industrial estates, strengthening domestic automotive supply chains, and advancing manufacturing technologies.
“This collaboration is expected to open opportunities for Indonesia to achieve independence in the automotive industry and to become a truly world-class industry,” stressed Minister Rachmat.
