Bappenas Encourages Education Transformation to Improve Indonesia’s Human Resource Quality by 2045

The Ministry of National Development Planning/Bappenas has introduced a new organisational structure through Ministerial Regulation (Permen) No. 2 of 2025.
“With this new structure, we are no longer under the Coordinating Ministry for Economic Affairs, but directly under the President, alongside the Ministry of Administrative and Bureaucratic Reform (PAN-RB) and the Ministry of State Secretariat. This ensures that planning, budgeting, and talent development are positioned directly one level below the President,” explained the Deputy Minister for National Development Planning/Deputy Head of Bappenas, Febrian Alphyanto Ruddyard, to participants of the National Resilience Institute (Lemhannas) Education Programme in Jakarta, on Tuesday, 23 September.
The meeting discussed Bappenas’ role in developing excellent human resources to realise the Golden Indonesia 2045 vision.
Deputy Minister Febrian further elaborated on Bappenas’ role as the conductor and central hub for strengthening the national development planning process, focusing on central-regional synergy, innovative development financing, supervision of National Strategic Projects (PSN), and risk management, all grounded in accurate data. Therefore, strong support and collaboration from all parties are essential to produce evidence-based and data-driven planning.
Bappenas also oversees the transformation of the National Education System as one of the key game changers in the effort to enhance Indonesia’s human capital, as outlined in the 2025–2045 National Long-Term Development Plan (RPJPN).
“The three major steps we are driving for the transformation of Indonesia’s human resources are: accelerating 13 years of compulsory education, improving higher education with quality STEM graduates, and restructuring teacher management authority. This entire series forms part of a grand strategy to produce a generation that is strong in character, competitive, and ready to face future challenges,” added the Deputy Minister.
He reaffirmed that Bappenas’ core mandate extends beyond planning, encompassing the supervision of implementation and evaluation of National Strategic Projects. To drive education transformation, initiatives include school revitalisation, digitalisation, the development of model schools, and community schools.
“We will ensure that every Indonesian child has access to quality education and moral values in order for them to become effective contributors towards the Golden Indonesia 2045 vision,” concluded Deputy Minister Febrian.
