Bappenas Signs Agreement on Green-Enabling Super Grid Development Joint Study with Japanese Partners

Osaka, Kansai, Japan, 14 October 2025 – The Ministry of National Development Planning/National Development Planning Agency (Bappenas) has signed a Joint Statement with Sumitomo Corporation, Kansai Electric Power Co., Ltd., and Summit Niaga Indonesia, marking the commencement of a Joint Study for the development of a Green-Enabling Super Grid in Indonesia. This strategic initiative aims to strengthen the national electricity system, accelerate the integration of renewable energy, and support the achievement of the 2060 Net Zero Emission (NZE) target. “The Green-Enabling Super Grid initiative is a symbol of tangible partnership between Indonesia and Japan in supporting low-carbon growth, energy transition, and sustainable development. This collaboration aligns with the policy directions of the 2025-2045 National Long-Term Development Plan (RPJPN) and the 2025-2029 National Medium-Term Development Plan (RPJMN), both of which emphasise green economic transformation and climate resilience,” stated the Secretary for the Ministry of National Development Planning/Chief Secretary of Bappenas, Teni Widuriyanti, in her remarks on Saturday, 11 October, at the Indonesia Pavilion, World Expo 2025 Osaka.

The Green-Enabling Super Grid is a large-scale electricity transmission system development project designed to connect renewable energy-producing regions with areas of high energy demand across Indonesia. The initiative seeks to strengthen national electricity infrastructure, accelerate renewable energy actions, and support Indonesia’s commitment to sustainable development and carbon emission reduction. It also aligns with the policy direction outlined in the 2025-2034 Electricity Supply Business Plan (RUPTL) and the Asia Zero Emission Community (AZEC) initiative.

“Today is not just a ceremony, it is a clear demonstration of our shared commitment to supporting Indonesia’s long-term sustainable development and energy transition agenda. With Kansai Electric Power’s experience in HVDC subsea transmission systems in Japan and Europe, we are confident that we can provide a solid foundation for contributing to Indonesia’s Green-Enabling Super Grid initiative,” said Kansai Electric Power Co., Ltd. Head of Asset Management, Global Business Unit and Global EX Division, Masahiko Umesaki. Kansai Electric Power has partnered with Indonesia for more than five decades through projects such as the Tanjung Jati B Steam Power Plant, the Rajamandala Hydropower Plant, and several collaborations with Medco Power Indonesia.

As the main partner, Sumitomo Corporation will play a key role in developing large-scale energy projects and mobilising global investment, while Summit Niaga Indonesia will serve as a strategic connector to strengthen partnership networks and technical support at the national level.  BappeThe Ministry of National Development Planning/Bappenas will lead policy coordination and ensure that the study’s outcomes align with national development priorities, guaranteeing direct benefits for Indonesia’s energy system enhancement and green economic development.

This event is also part of a series of activities at the Indonesia Pavilion during World Expo 2025 Osaka, serving as a platform for economic diplomacy, technological innovation, and sustainable development collaboration. The participation of the Indonesian diaspora in Sumitomo’s technical education program represents a concrete form of cross-country knowledge exchange and capacity building. The signing underscores the spirit of collaboration and harmony in line with the overarching theme of the Indonesia Pavilion, “Thriving in Harmony: Nature, Culture, Future.” The agreement reflects Indonesia’s commitment to sustainable growth and innovation through cross-national and cross-sector partnerships for a resilient, green, and competitive future.

The Indonesia Pavilion officially closed on 13 October 2025, attracting over 3.5 million visitors, surpassing the initial target of 2.8 million, and recording investment commitments worth more than USD 28.4 billion. These commitments stemmed from Business Forum activities and one-on-one meetings, resulting in 36 Memoranda of Understanding (MoUs), 15 Letters of Intent (LoIs), 2 Joint Venture Agreements, 1 Joint Statement, 1 Mutual Recognition Agreement, and 11 travel package sales agreements.

More than 244 Indonesia Pavilion activities were held through collaborations with ministries/agencies, local governments, and business players, including Business Forums, Rolling Exhibitions, and Cultural Performances. The support from strategic partners such as Astra, Artha Graha Peduli, KAPPI, Barito Pacific Group, Pertamina, Indofood, Royal Golden Eagle, Palm Oil Plantation Fund Management Agency (BPDPKS), Japfa, Telkomsel, and Garuda Indonesia exemplified the spirit of gotong royong (mutual cooperation) in promoting Indonesia’s potential on the global stage.
