MRPN Committee Agree on Priority Issues Related to Development Risk Management

JAKARTA – Amidst the ongoing process of formulating the 2025-2045 National Long-Term Development Plan (RPJPN) and the 2025-2029 National Medium-Term Development Plan (RPJMN), the government has issued Presidential Regulation No.39/ 2023 on National Development Risk Management (MRPN). 

Through the coordination of the MRPN Committee, the government will continue its efforts to strengthen the aspects of risk management in program development, decision-making, and the control of strategic programs and projects. 

"Development risk management cannot rely solely on the role of risk management within organizations but needs to be carried out collectively," explained the Minister of National Development Planning/Head of Bappenas Suharso Monoarfa, who serves as the Chairman of the MRPN Committee, during the National Development Risk Management Committee Meeting at the Bappenas Building on Tuesday (30/1).

The MRPN collaborates with existing organizational risk management at the ministry/agency/regional levels into a Cross-Sectoral Risk Management System. "MRPN not only covers strategic priority projects and programs at the national, ministry/agency/regional levels but also extends to the village level. The results of this risk management will be used as an assessment of the performance of all agencies, both at the central and regional levels," explained the Deputy for Monitoring, Evaluation, and Control of Development at the Ministry of National Development Planning/Bappenas, Erwin Dimas.

The MRPN Committee is chaired by the Minister of National Development Planning/Head of Bappenas, with the Minister of Finance and the Minister of Home Affairs as Vice-Chairs. The Coordinating Ministers serve as the Directors of the MRPN Committee, and the committee also includes the Minister of State-Owned Enterprises, the Minister of Law and Human Rights, the Minister of Villages, Disadvantaged Regions and Transmigration, as well as the Minister of State Apparatus Empowerment and Bureaucratic Reform. Meanwhile, the Head of the Financial and Development Supervisory Agency plays the role of Cross-Sectoral Internal Supervisor and the MRPN Cross-Sectoral Mentor.

The implementation of MRPN is expected to enhance development achievements, the quality of state governance, and the effectiveness of internal control systems, fostering public service innovation. "MRPN is carried out as a manifestation of the government's commitment to implementing good governance in development policy management," added Minister Suharso. The inaugural meeting of the MRPN Committee agreed on several issues that will be the focus in the initial phase of MRPN implementation, including increasing national food production, reducing poverty rates, reducing stunting, accelerating energy transition, tourism development, and waste management.
