The national policy on capacity building to support decentralization (and hence, regional autonomy) depicted in the Propenas (Five Year Development Plan) 2000-2004 is based on our Constitution (UUD 1945), decrees of the MPR, prevailing laws and regulations particularly Law No.22/1999 and Law No.25/1999, and various meetings between government agencies discussing capacity building needs.
